Policing responsibilities are being passed on to the citizens

11 Jul

The spate of crimes has already seen the law & order police trying to tighten up vigil by setting up barricades on roads to check vehicles and their occupants to keep a check on robberies. But an interaction on Friday between the city’s top cops and citizens of Jayanagar, JP Nagar, Basavanagudi, Subramanyapura, Chamarajpet, Banashankari, Girinagar, KS Layout and adjoining areas in South Division police jurisdiction saw police commissioner, BG Jyothi Prakash Mirji, appealing to the residents to appoint watchmen and set up CCTVs to increase vigil on the streets – which is otherwise a policeman’s role. And all this, through expenses borne by the residents who anyway pay taxes expecting those very policing services for their protection in return.

“If people do this, and join hands with the police to decrease crime, then we can achieve it. We are going to hold a meeting with NGOs, and residents’ welfare associations and the residents to implement these things. If they ready to do it then we can bring the crime rate down,” Mirji said.

But this appeal, which is part of an exercise to ensure healthier police-public relations to curtail crime, has not gone down well with the residents’ welfare associations.

“It is not going to work practically. We have experimented on this earlier. Residents pay for a month and from the next, they won’t,” said KV Bhaskar Murthy, president of Federation of Jayanagar Residents Association.

“One watchman is not enough, there should be at least two men on each side of the street, and each has to do 8-hour shifts. Then we need to appoint six watchmen. Who will pay them salaries? And who would monitor the surveillance cameras?”Sumathi Rao, president, Malleswaram Swabhimana Initiative, said they were already charging Rs 750 as lifetime fee for their members.

“It is not possible to bring down the crime rate by appointing watchmen, when some security guards themselves are known to be involving in crimes. It is the policeman’s duty to do night patrolling. If they don’t have sufficient people, let them tell the state government to appoint more personnel,” BLG Rao, president, First block Organisation of Residents for Clean Environment, (Force), said.

Bangalore Police will soon set up Database for Bangalore Domestic Help

16 Jun

Domestic help or assistance who flee to other cities after committing an offence is increasing day-by-day. Given the increasing number of thefts by domestic help in the city, Bangalore police will soon set up a bureau to record their antecedents.

“We’re not saying all assistants or domestic help are thieves but a few of them give the entire group a bad name,” said Bangalore police commissioner Jyothiprakash Mirji. The bureau will collect information, including biometrics, of these workers.  He said some domestic help are accused of stealing from their employers’ homes. “They work for a short period of time at each house. After stealing from one place, they move to another house,” he said.

Precautionary measures should be followed while appointing assistants.  “Those who want to employ domestic helps should given information about these men and women to the nearest police station. Local police will summon them before making a detailed inquiry,” Mirji said.

Joint commissioner of police (crime) Alok Kumar said the data will help police nab miscreants who flee to other cities after committing an offence.

A Rose and awareness pamphlets to traffic violators

14 Jun

In cooperation with traffic police, techies gave roses and awareness pamphlets to violators at major junctions from Jayanagar to Whitefield. The concept worked well in areas like Bellandur junction near Sarjapur, while the response was lukewarm at Silk Board junction. Two techies along with the traffic cops also intercepted a Volvo bus for stopping in the middle of the road and handed the confused driver a rose and a toffee.

The strategy decided on, two to five techies manned each junction along with traffic cops. The violators were first handed a rose and then sent to the cops to cough up penalty.

ORRCA (Outer Ring Road Companies Association), the organizers, said the ninth of every month will be observed as Traffic Day.

At Sarjapur, once violators were waved to a halt, guards and volunteers swooped down on them with roses and words of advice. While the offender anticipated only a penalty, they were surprised to receive a rose along with the imposed fine.

“It’s your duty to obey traffic norms. It’s for your own safety. Please accept this rose as a peaceful gesture and do not repeat the offense,” Ashok Hebbar, an employee of Ecospace Business Park, explained to a perplexed defaulter who was stopped for not wearing a helmet.

Vishwanath S, general secretary, ORRCA, said: “I feel it’s our duty as responsible citizens to create awareness. I thought this approach would stick in people’s minds and prevent violators from repeating the offence.”

Vishwanath feels people’s attitude towards traffic rules is lax when compared to the West. “In places like USA, people are more disciplined as rules are more stringent.”

Rise in the Realty rates followed by the revised guidance values

26 May

Property prices have already started shooting up in some areas, even though the recent revision in the land guidance values is yet to take effect.

According to real estate dealers, many areas in Mahadevpura, RR Nagar and Sarjapur are already seeing an abnormal increase. “What was Rs 200-300 per sqft in Sarjapur area in 2000, is now Rs 4,000 per sqft. Even in 2007, it was only Rs 1,000-1,500 per sqft,” said one agent.

Many areas of North Bangalore have also seen an abnormal spike in prices since 2007, when the guidance value revision triggered a 100-400% rise in upmarket areas, though the outskirts were barely developed.

According to the Records

The revision in 2007 had increased property rates manifold. Impact on the realty rates could be seen on the Residential site rates went up by 50%, commercial properties by 60% , and industrial estates by 25%.

Flats with roofed car parking facilities had to shell out an additional Rs 70,000 while those without roofs paid Rs 50,000. The justification given was the unprecedented growth in IT City and a proportionate increase in land value.

RWH is the new buzz word

20 May

Slowly but steadily, apartments in Sarjapur are waking up to the benefits of rainwater harvesting (RWH) systems. This year, more than 10 apartments have approached Forward 150 (Federation of Residents’ Welfare Association of Ward 150-Bellandur) with queries regarding the installation of harvesting systems.

A few apartments such as Reliable Residency, Rainbow Drive, Reliable Tranquil, Trinity Woods and Acres, Vaswani in Kadubisanahalli, Sobha Iris, SJR Redwood and Crystal Olivin have already installed RWH systems.

The main purpose of rainwater harvesting is to store water for winter when there is no rain and lakes go dry and to recharge groundwater. There are various ways to design RWH systems, but people are unaware of it. Similar was the condition of residents of Sarjapur.

“People did not have the right inputs to go for installation of rainwater harvesting, that includes the design as well as the cost-effective ways,” said Sudhakar Pai, a member of Forward 150.

The apartments in order to know the methods of installing and other queries related to the RWH had sent an e-mail to Forward 150 listing the problems they faced. The problems were related to piping requirement, bends, valves, joints, etc. “The main problem with the residents was how to use these things in a cost-effective and a constructive way,” said Sudhakar.

The Forward 150 gave a cost-effective solution to the residents. “When people are building houses, we make sure they have provisions for rainwater harvesting. More than the beautification of the house we are concerned with the ground water recharge,” said Abhik Biswas, president of Rainbow Residency Plot and House Owners Association.
